Oddity with desktop files

I have noticed that desktop files that are placed in
/usr/share/applications with an entry like
Categories=Application;Settings;AdvancedSettings; do not appear in the
menus, but they do if they are copied to
/usr/share/control-center-2.0/capplets/

adding a <mergedir line in
/etc/gnome-vfs-2.0/vfolders/preferences-all-users pointing to
/usr/share/applications also fixes this

is this a known issue
