Right, but hiding *all* the "move to" options isn't making it as simple as possible (it forces an extra layer of menu navigation regardless of which workspace you want to move it to, when nine times out of ten you want to move it to an adjacent one), and the HIG also says you shouldn't really have submenus in context menus anyway.
The current design was intended to put the most frequently-used move-to operations at the top level, whilst accepting that there isn't really much alternative to a submenu if you still want all the other options to be available:
