more build sherrif-ery

A whole slew of projects (libgtop, libcroco, bug-buddy, ggv,
gnome-netstatus, gnome-mag, etc.) are all broken with an error message
about --force being unrecognized by automake 1.4. Anyone have any idea
what the situation is there?
