I got the impression that you were describing a magnetism feature rather
than a super-mega-snapping feature, so I think that 81704 is the
relevant bug.  If you don't feel like your patch matches 81704, feel
free to create a new bug for this patch.  If you need help creating a
patch, the friendly folks on #gnome-hackers or #gnome-love I'm sure
would be willing to help.

There's a review process that will likely bounce the patch back to you
for further work a few times before we get it "right", so don't feel
discouraged if somebody asks you to make changes to the patch first.  If
you implement 81704, there is a very good chance that the patch will
eventually get accepted.
