gnome-menus API changes

Hi,
	The gnome-menus API has changed pretty substantially on HEAD in order
to support the <Layout> part of the menu specification.

	I've hacked up patches for gnome-control-center and bug-buddy to adapt
to the new API, but they both need to be branched first before
committed:

  http://www.gnome.org/~markmc/code/control-center-use-new-menus-api.patch
  http://www.gnome.org/~markmc/code/bug-buddy-use-new-menus-api.patch

	(Maintainers - feel free to commit those after branching)

	As far as I'm aware, gnome-menu-editor and gnome-launchbox are the only
two other users of the API. Sorry, I've no patches for those - let me
know if you need any help.
