True most of the time certainly, although there are some fun corner  
cases... like what happens if you have a local instance of the  
Background capplet running, then run another one on a remote  
machine.  Should you get two instances then?  Should the remote  
instance control the local background or the remote one?  And that  
sort of thing :)
