There are some issues with RTL supports that needs to be discussed. For
example: Should window decorations switch sides when in RTL? Should
desktop icons be aligned to the right in RTL (bug #397395)?

When such a list exists, developers would also be able to use it to
get help on how to support RTL in their applications.

We can't leave the decisions of how RTL support should work to module
developers and maintainers. I do think that GNOME should have an RTL
group.

I am aware of you 'persian' tracker, and i've also opened a similiar one
for hebrew bugs (#391807).

But, it's almost impossible for me, and even for you, to track every bug
filed that relates to RTL support. That's why i think that when an RTL
related bug is filed, an RTL keyboard should be applied. And if the user
filing the bug is unaware, than the developer/maintainer should add this
keyword, which will notify interested parties.

RTL bugs will be solved in a greater pace, once its awareness will
increase.
