Thanks for asking! We generally try to make sure bugs are filed so
there are no surprises. I did a quick bugzilla search and came across
the following. Some are gnome-applets related, but I think there might
be some opportunity in gnome-panel to help them.
http://bugzilla.gnome.org/show_bug.cgi?id=103223 - Notification Area
needs keynav. This is a long standing bug which has been the source of
much frustration for keyboard only users. The underlying cause has
since been pushed to GTK+, but it gives an example of the kinds of
things to look for.

in applications menu. I'm not sure I completely agree with this one.

provides no way of specifying a keyboard shortcut.

are incoherent (comment from a heavy keyboard user)
As a general rule of thumb for tracking down keyboard navigation
problems, unplug your mouse and see if you can still access the features
of your application efficiently.
