Well, when they describe essential features, then they are. A IM program
not supporting registration of new IM accounts definitely is not feature
complete yet.

Guess we have to balance if:

    1) It is more important to try boosting Telepathy and Empathy
       development by accepting it for GNOME 2.24. Accepting the program
       for GNOME 2.24 could attract new contributors.

    2) We risk too much of reputation by adding it.

Personally I believe its more important to boost those programs, than to
care too much about reputation. We've added incomplete programs before
and it didn't harm the project, I guess.
