I agree it's interesting, but I think most maintainers didn't
put future hacking plans in their branch notification emails.

As the maintainer of four modules, I often find that I'm just
not in the right frame of mind to write about my plans when
I'm sending out branch notification emails.  I'm trying to
roll some releases or put in a patch, and it's just not the
right time for me.

I think we should decouple branch notifications from hacking
plans.  But if we don't ask for plans when branching, then
I think most maintainers won't think to do it.  So how can
we best prod maintainers to send their plans to ddl?
