incorrect: GL passthrough in QEMU allows to run the MeeGo netbook user
experience, which is based on Mutter and Clutter, exactly like
gnome-shell:

creating an SDK image for gnome-shell using that as a base would not be
impossible.
also, VirtualBox supports GL passthrough, AFAIR.
in any case, virtualization is only interesting for an SDK, and for ease
of testing the new environment; as a requirement for running gnome-shell
it should hardly be a blocker.
