General attitude is that it is a meritocracy:

You can do what you want. However, it is still not a democracy. Might
not be accepted by a maintainer.

Search for e.g. "meritocracy site:gnome.org".

If you read up on meritocracy you'll notice that it is decided by the
people who are making it and are maintaining it.
