symbolic icons and non-Gnome system trays

Is a system-tray implementation supposed to theme the symbolic icons itself?
In both Awesome and Tiny2 (probably several others), the system tray
battery icon (from gnome-settings-daemon) shows up completely black,
regardless of the icon theme in use. I'm wondering if this is a bug in
Gnome, or in the other software.
