That sounds like a good plan for 3.9. 
Comparing GNOME's usage of DOAP files with the DOAP usage in Apache
Software Foundation there's a lot more that GNOME can improve though,
but it will take me some time to outline it. 
Which I'll have in March again. Hopefully.
