3.16 Target Bugs

Hi all,

There seemed to be a positive response to the idea of tracking
priority bugs more rigorously [1], so let's get this show on the road.

The Release Team have agreed to meet after 3.14.1 to set an initial
list of target bugs for 3.16. If you are a maintainer, you can set the
target-milestone to 3.16 for any bugs that you'd like to suggest as
project-wide 3.16 targets.

We'll be in touch with the initial bug list for 3.16 in due course.
