3.16 Target Bugs Update

Hi all,

A small number of target bugs have been fixed since my last mail.
Thanks to everyone who worked on them!

Right now, there are 21 issues still on the list (see below). It would
be fantastic if we could cut that number down in the run up to 3.16.
