File > Preferences > View Defaults > Page breaks: [_] Visible
I was looking at Visio recently and it has a menu option

and I was thinking it might be worth adding a menu item for it in Dia. I
dont plan on implementing it myself anytime soon but if anyone else agrees
it is a good idea I'll add a request and mabye do it later (I checked
bugzilla and there is no request for it yet).
