Dia for Windows installer 0.96.1-4

Hello All,

I've created a new version of the Dia for Windows installer.

http://downloads.sourceforge.net/dia-installer/dia-setup-0.96.1-4.exe

This version properly installs the gtkrc file.  Thanks to Johann Kellermann
for reporting the problem. The problem is documented in bugzilla bug #433252.

Note that I've not added this release to

http://dia-installer.de

yet. Will do so in a couple of days.
