I dont know for sure (how can I?, please) 
May be I have GTK 2.6.9 (from /usr/local/include/gtk-2.0/gtk/gtkversion.h)
I work with Suse 10.1
I had no problem during configure.

No, but ~/.dia/persistence gets updated correctly
