To my knowledge, this is a problem between your firewall and
svn.xiph.org server. I looked at their server
(http://www.xiph.org/svn/), but I did not find any other method. I had
a similar problem for gnome repository. Gnome for ex. provides another
way to download the svn code, shown at http://live.gnome.org/Subversion.
In conclusion, you need to bypass your firewall, or use another
transfer method, or write to xiph guys telling them your problem.
