While we are at it, could someone do an audit of the current CMS against
the reqs? Thanks

We have got by now 5 proposals for evaluation: Drupal, Midgard, eZ
Publish, Plone and Tiki Wiki.
Hopefully "none of these CMSs" (or "Our current hacky system"), is an
option. It should be considered in case even the best CMS is not good
enough , or is unlikely to ever meet our needs.
As I said somewhere before, I definitely keep the option open to leave
the CMS as-is for the current release. I'm convinced that if we rush
into selecting the wrong CMS we just make things worse. I'd rather not
have a CMS update every release...
