Make sure not only to set _which_ proxy to use but also to enable proxy
usage at all. Try the following command:

gconftool --type=bool --set /system/http_proxy/use_http_proxy true

But as Hansen already suggested, you should really take a look at
"gnome-network-preferences" in the preferences menu.
