Because enough people complained. It actually hasn't "been disabled", we 
just aren't hard setting the moz preference to TRUE. You can change moz 
settings in about:config. 

To be honest, I'm a little uncomfortable with this, because for some a11y 
users caret browsing is the only way they can view browser content. A 
preference is needed but I'm not quite sure how it should be integrated into 
epiphany.
