Could there not be a possibility to insert a new tab before/after any
already existing one by dropping the url between tabs (with a highlight
indicator showing this) - compare to for example dragging Evolution mail
summary columns around). This seems to be a fairly common solution in
applications, and would basically combine current Ephy drag&drop
functionality between urls-to-tabs (highlights current tabs only) and
icons-to-toolbar (highlights spaces between current icons only).
