It would be possible (kind of looks like fullscreen mode). But I doubt
that'll be a part of Epiphany proper -- maybe an extension.
Instead of putting that hovering thing there, why not just use mouse
gestures? Then you wouldn't need anything resembling a toolbar. Mouse
gestures have already been coded.
In fact, I'm going to try browsing like that myself for a few days. The
toolbar automatically pops up when I press Ctrl-L, and disappears when
I'm done typing a new address.
