No(t yet).

There are some obstacles to making Epiphany run on Windows:
- GtkMozEmbed doesn't work on Windows. This is currently being fixed;
see http://bugzilla.mozilla.org/show_bug.cgi?id=256560 .
- Epiphany uses GNOME libraries which are unavailable on Window: Bonobo
(marginal, could probably be removed with minimal effort), GConf
(essential for configuration and our dialogues; maybe you could check
how the Gnumeric port for Windows works around this), GNOME-VFS.

To our knowledge, no one is currently working on porting Epiphany to
Windows.
