No, it does not. It will, however, do more than you ever expected your
favourite browser to do: automatically grouping bookmarks by topic,
branching into submenus if necessary. The basic concept works, but the
people behind it are still fine-tuning the UI. The concepts behind the new
generation bookmarks are described by Peter Harvey at his page on the topic:

Feel free to experiment by grabbing a 1.9 development release.

This is standard GNOME behaviour as far as I can tell. Since Epiphany is
trying its best to be the #1 browser choice on the GNOME desktop, it will
adhere to GNOME standards.
