Well, technically, Epiphany extensions aren't core Gnome stuff.

I may agree with you but that doesn't really matter: he who writes the
code, gets to decide. In any case, if I understand correctly, Capuchin
works via communication over D-BUS, so it should be possible to replace
it by any other extension management app that implements the same
protocol.
