I'm willing to take a bet that Seamonkey has more active developers than
Epiphany has!

Sounds like you're describing a whole desktop environment. It already
exists, it's called "Gnome"! :-)

Epiphany _is_ the default web browser on Gnome, but most distro vendors
choose to make Firefox default instead.
