You elucidate well. I only wonder if it would be better to have a full
screen full of small pages that a mouse over and then zoom in would
bring you to what you are looking for. I suspect it's more common that
people use the scroll bar for scrolling most of the time. However, I
mostly deal with engineers, so that might not be the case the the
general public.
evince is a excellent pdf viewer -- I use it every day!
