[HC Evolution] Documentation framework

Hello, dear monkeys,

I would like to start setting up the documentation framework for
Evolution.  My plans are to have something like

        <set>
                <book>
                        User's guide
                </book>
                <book>
                        Programmer's guide (several <chapter>s)
                        <reference>
                                API reference generated by gtk-doc
                        </reference>
                </book>
        </set>

Maybe throw in another little book with all the collected Evolution
white papers; we could also put these inside the programmer's book.

I would like to lay this out as this:

        evolution/doc: toplevel set

        evolution/doc/user: user's guide

        evolution/doc/programmer: programmer's guide

I can set up the whole DocBook mess there.  If no one minds, I would
like to start doing it ASAP.  Right now I basically want a place to
put the libcal-client docs, but we may as well have something
organized for the future documentation.
