Jeff,

I was going to send you my filters.xml file but I found the problem
myself. It seems that I had a couple of filters in there with the source
set to "ondemand". These never showed up in the filter list but
apparently caused problems trying to reorder them. Everything works fine
now that I manualy deleted the "ondemand" filters.

I'll go close the bug report again. Sorry for the mixup
