[Evolution] Filtering broken in svn head

Filters appear broken in svn head.  Manually calling a filter results in
the error message:
        Error while Filtering Selected Messages.
        
        No provider available for protocol 'email'

Based on the bug severity descriptions I listed this as NORMAL.  But for
anyone that has a lot of filters ( mailing lists, multiple accounts,
etc ) this is a major pita.
