Me too. I built a simple shell script that does basically what Reid
suggests. I have to run it a couple of times a day to keep up. To keep
the re-syncing time down, I use filters to move all my Exchange messages
into local folders to manage them. But this is in technical violation of
corporate policy because copies of all business-related communication is
supposed to stay on the server. I really need a solution, too.
Does anyone know what the barrier is?

This isn't just an annoyance, like the incorrect unread count. I can't
get to messages that aren't being shown.
Try:
exit Evolution
in a terminal window enter
evolution --force-shutdown
you may want to backup your $HOME/.evolution
( tar cvfz myevo.tgz .evolution )
rm -rf .evolution/exchange/ .evolution/mail/exchange/
restart evolution ( it may take a few minutes to re-sync ).
