I don't really know, but some questions occur:

1) Does this happen only with Word, or is the file type irrelevant? i.e.
Can you send an arbitrary attachment an Umlaut in its name?

2) Can you send attachments with other non-Ascii characters, e.g.
Spanish accents?

3) Does the temp file saved by Evo appear with the correct name if you
use "ls" on the directory?

Evo 2.24.5 is unable to handover the doc to OpenOffice, see screen shoots of
the name in Evolution and the error message of OpenOffice. Seems somehow
a problem converting the name to something usefull in the local
filesystem and launch OO with the correct name.

Any idea how to fix this?

I would start by upgrading to a more recent version of Evo. The current
release is 2.30, so your version is several years old.
