The snapshot will sort higher because 0.<timestamp> is appended to the
version number. Thus .17 becomes .17.0.20030421070043 or something
similar. The stable snapshots behave differently, but those are stable
snaps, and I believe that they will still sort higher due to the way
the release string is set up. Either way, appending the .99 is
unimportant for snapshots, other than the fact that it is slightly less
confusing to just look at it and see the .99 there, which immediately
implies it is from CVS, at least, that's how my eyes are trained. :)
