I'm not sure I like this. It provides no mechanism to override or hide this load path at all. You can't even pre-empt it either.
In normal cases it shouldn't ever need to be set, and if it does the person doing it should be able to put the full paths in.
Although perhaps ~/.eplug should be ~/.eplugin instead.
