export tracking

I haven't upgraded my Ubuntu machine to feisty yet, so I'm still using
f-spot 0.2.1 from edgy.  I saw in the changelog that something called
"export tracking" was added in 0.3.2.  Can someone explain what this
does?  What I'm *hoping* it does it keep track of which photos I've
already uploaded somewhere (like PicasaWeb) and only upload new or
changed photos in the future.  Is that right?  If so, how are updates
to captions handled?  Does the entire photo get re-uploaded even if
only the caption changes?

While I'm writing:  is there a build of 0.3.5 for Ubuntu edgy?
