My feeling is that there's very little the board can do in this
area. This is a doing-the-work-of-the-project area, and while the
board could issue a "docs are good" statement, or host conference
sessions for doc writers, fundamentally docs will come down to
motivated people doing them (or helping find others to do them).
If a board member does that work of writing docs or helping find
people to write docs, it's really not going to be work that requires
them to be a board member. They'll be acting as a project participant
there, not a board rep.
Remember, the board does not control technical direction, or what
people are working on.
