I solved this problem by just copying my ~/garnome/etc/fonts.conf to
/etc/fonts.conf and /etc/fonts/fonts.conf.

Btw, here is a cool pice of xml you could put in ~/.fonts.conf to 
turn of anti-aliasing for small font sizes.
