A problem with GARNOME 0.28.3 and FreeBSD

Hello all!
I am slowly plodding my way through building 0.28.3. I am at the point
where it wants to configure the gtk+, but the build is having a hard time
finding the "tiffio.h", which is located in /usr/local/include; the
difficulty can be seen below. I've noticed that the "gmake" builds do not
automatically look in the "standard" directories for the things it needs.
Does anyone know how to get the "gmake" to check places like
/usr/local/include, /usr/local/lib, etc.? Or at the very least, what
configuration file I need to make ammendments to so that it will see them?
