This looks like it might be an error specific to your version of
popt-devel. What distro are you running? I remember SuSE having some
specific issues with some version(s).

Yeah, garnome sets a bunch of variables like PKG_CONFIG_PATH,
ACLOCAL_FLAGS, etc, running it manually in the work directory isn't
likely to work the same as when garnome runs it.
