The environment variable gets overridden by the line
PKG_CONFIG_PATH=$(DESTDIR)$(libdir)/pkgconfig:/usr/lib/pkgconfig
in gar.conf.mk.  In order to get it added to the configure scripts in
any of the garballs, add any other directories to that line.
