garnome-2.10.1: hacker-tools/devhelp modification to use firefox

By default, devhelp is configured to use mozilla:
 
[from the configure file]

  --with-mozilla[=mozilla|firefox|thunderbird]
                          Whether to use mozilla, firefox or thunderbird
                          gtkmozembed (default: mozilla)



Modify the Makefile to use firefox:

CONFIGURE_ARGS = $(DIRPATHS) --with-mozilla=firefox
