Can't find hal-storage.pc

I'm building Garnome 2.9.4, but Gnome-VFS complains about not being
able to find hal-storage.pc. I've installed the libhal-dev packages of
my Ubuntu installation, installed Hal from the bootstrap/ directory,
but there's still no 'hal-storage.pc' anywhere on my computer... Can
anyone help me with this?
