geektoys/devilspie is currently broken, IIRC, and there is no reasonable
easy way to make it work. This is a known issue, and we are waiting for
a new release of devilspie.

Please use an English locale to reproduce the error message before
posting to the list. 'export LANGUAGE=en_US' in the terminal before
running 'make' again should do.
