Nope, it should not for libpng. This is one of the lowest level libs
that is assumed to be provided by the system. See the DEPS file.

glitz and gettext *are* provided by GARNOME.

freedesktop/glitz even is a hard dependency of freedesktop/cairo, and
will be built. As for gettext, you can find it in bootstrap/gettext and
build it inside GARNOME easily, if your systems lacks gettext support.
