It looks like GDM is treating your displays as type FLEXI, but the
displays you are starting are obviously not flexi.  Setting Vtallocation
to false, just disables the VT switching support, and thus avoids the
problem.

In your GDM configuration file, if you have "flexible=true" in the
[server-Foo] section associated with the server you are trying to start,
that would cause this problem if the display doesn't really support VT.
