Thanks, I have created a user and a file
cat > /var/lib/AccountsService/users/$UserName <<EOF
[User]
Language=es_ES.utf8
XSession=sugar
EOF
and works fine. The default desktop for this user was Sugar. The syntax for the config file has changed, but no problem.

~/.dmrc is in the users home directory which might not be available
until late in the authentication process. This caused problems, so we
now get the default session from a new program called AccountsService.
AccountsService keeps that data in /var/lib/AccountsService.
