After asking around on IRC about this, it appears that we messed this up when we did the migration. We hacked the import script to leave bugs as NEW (as opposed to the default UNCONFIRMED for imported bugs), which to Bugzilla implies they have been confirmed. For some reason Bugzilla also tracks whether the bug has ever been set to NEW ("ever confirmed"), and when you make any unrelated change to a bug with NEW status, it will make sure that flag is set, triggering your error. Apparently one needs the "canconfirm" permission bit set in your Bugzilla user prefs to do that, and I guess not everyone has that.
It sounds like the easiest way for us to deal with the problem would be to just mass-edit all the bugs in this wacky state, properly setting the "ever confirmed" bit so unrelated edits no longer try to flip it.
Robert, can you give us an example bug number where you're seeing the error now, and we can do a small test before going whole hog?

I have no idea what that means or why it's a problem. I've edited non-Geary bugs on Bugzilla in the past, so I don't think it's a problem with my account.
